Health-system and hospital Boards are legally accountable for Quality and patient safety, yet CMS's updated QAPI guidance (QSO-23-09) now expects visible, direct Board ownership—not delegation. In this practical session, Michelle Hilburn, AVP of Quality, Compliance & Standards at Vastian, and Leah Binder, President and CEO of The Leapfrog Group, unpack what the Conditions of Participation (§482.12 and §482.21) actually require of the governing body and hospital executives, and show how leading organizations move from passive oversight to active ownership of the Quality program.
Attendees will learn the Board's core QAPI duties — setting safety priorities, allocating resources, and overseeing every department, service, and contracted provider — and see how a centralized quality management system (QMS) aggregates fragmented safety data into one trustworthy dashboard, streamlines survey readiness, and gives trustees the visibility to ask better questions and drive measurably safer hospitals.
